Woodfibre source records: targeted follow-through

Checked 5 September 2026. This adds only the results of the later-record check to the existing emissions roadmap. No correspondence was sent and no records request was submitted.

No new flare emission rates or verified tip parameters were recovered. The outgoing stack-data letter, technical replies, accepted Flaring Management Report and current Woodfibre operational air-source table remain unlocated in the public records checked below. That is a retrieval result, not proof those records do not exist.

Later council records

The live Council Correspondence Received index ends at June 2026, document 269229. Its folder listing shows 25 August 2026; its search result shows modified 31 August. These are displayed document dates, not July/August correspondence coverage. No July or August 2026 monthly bundle was listed, so those months cannot be described as fully reviewed.

A live search within that folder for flar* returned 10 results, none covering a later month. The all-folder search returned 87 results; the first page, sorted by Date Created descending, reached back to February 2025 and contained the already identified May/June records and June 2 adoption, but no later stack reply. An all-folder Woodfibre search returned 335 results; the first page reached March 2026 and identified a relevant July 21 project update. These are checks of the indexed results, not a review of all 335 documents or a guarantee that scanned attachments are indexed. CivicWeb search

Three later records were retrieved and read:

Record New evidence Source-gap result
July 21, 2026 District project update, six pages, Council agenda item 6.D.iii Page 2 records reported commissioning and startup in 2027. Page 6 describes continuing joint monthly Technical Working Group meetings and regulatory meetings. These are dated reports/plans, not confirmation of September operational status. No stack-data response, Flaring Management Report, flare source table or pollutant rates appears in the memo. The working-group records provide an additional route to an existing technical response. Project update PDF; July 21 agenda
August 12, 2026 federal Health Minister letter, three-page package; signed letter on PDF pp. 2–3 Replies to the District’s June 26 request for an independent cumulative health impact assessment of BC’s gas industry. Describes Health Canada’s scientific-review role and potential assessment contaminants, including particulate matter, NO₂, SO₂ and named organics. It contains no Woodfibre tip geometry, measured chemical concentrations or emission rates. It is a health-assessment response, not the requested technical stack reply. The scanned letter was visually read. Letter package
August 13, 2026 Energy Minister correspondence item, enclosing an August 12 letter Responds to the District’s July 29 letter on Local Government Climate Action Program funding. Unrelated to flare design. Reviewed to rule out this plausible-looking later ministerial reply. Letter package

The two August items are separately published attachments to the September 1 amended Council agenda, items 6.B.v–vi. Their presence does not fill the missing July/August monthly correspondence coverage. No outgoing letter implementing the June 2 stack request or answer from BCER/Woodfibre was found in these later items.

Current official source-document checks

Index or file checked Exact scope and result
BCER Woodfibre project page The project-document links comprise the amended facility permit, PE111578 and six water authorizations. No Flaring Management Report, acceptance letter or operational air-source table is linked there. The page still displays “Last updated: October 30, 2025”; that page date is not the amendment date of its linked permit.
Amended facility permit Downloaded again and compared with the earlier reviewed file: byte-for-byte unchanged, SHA-256 53430b92b47df9444812f9dfda3c5b5f4acdc0d6be0c736a59564ff4fe265ac6. No newly appended source package was recovered.
BCER public FOI archive The newest listed release is BCER2026-009, released June 11 and posted June 15, 2026. No July/August release of a Woodfibre Flaring Management Report appears in the index. BCER2026-007 remains an LNG Canada report, not Woodfibre’s.
Woodfibre regulatory filings library Downloaded current index and extracted its document links. The ambient-report sequence ends at June 2026. No accepted Flaring Management Report or operational flare-source table was identified among the displayed filings/management-plan links.
Official-domain searches for later air/FMR records Searches of BCER news/files and Woodfibre’s 2026 uploads yielded the existing facility permit and the September 3 Fortis PA112277 compressor-station notice, already covered in the roadmap. That separate facility notice does not close Woodfibre’s flare-source gap. Fortis notice

Native downloads, extracted index links, a retrieval manifest and the visually checked letter pages are retained under the working directory work/source-followthrough. The manifest records retrieval date, URL, file size and SHA-256. This check did not repeat the historical inventory analysis or reclassify its rates as current.

Precise next acquisition action

The most direct next step is to obtain existing follow-up records, rather than ask for a new general explanation:

  1. District of Squamish: the outgoing letter implementing the June 2, 2026 Council resolution, item 6.E.iii, proof/date of dispatch, any BCER/Woodfibre replies and attachments, and related Technical Working Group source-data correspondence from June 2 through September 5, 2026. Include any records sent directly to the university researchers. Clarify why the adopted four-field list omits the exit temperature included in the May 12 committee recommendation.
  2. BCER/Woodfibre: the existing accepted Flaring Management Report and appendices under facility 00026917 / AD100105360, conditions 21–23, acceptance correspondence, written exemptions and latest source-design revision; plus the current operational air-authorization filing identifier, application source table, technical assessment and disposition. Seek the record index first if the package is large, and distinguish records withheld, not held and not yet created.
  3. When a reply is obtained, preserve its revision, source IDs, coordinates/datum, physical versus equivalent height, flow reference conditions, gas composition and per-case time/mass basis. A bare stack-parameter table will narrow the geometry gap but will not by itself define pollutant release histories.

These actions are prepared for follow-up; none has been sent. Rechecking the identical public indexes alone will not close the missing source inputs until a new document is posted or the record owner supplies it.
