Current proposed flare and vent sources

The Explorer now includes seven separate source cases from Woodfibre LNG’s October 2026 air-emissions application: high- and low-pressure flares during stabilizing, steady-state and process-upset operation, plus venting during a thermal-oxidizer trip. They use the proposed rates and current physical source locations. These are application inputs, not measured emissions or approved permit limits.

This dated update supplements the earlier research package. It records source inputs and their interpretation; it does not reproduce the applicant’s CALPUFF results.

What enters each source case

The following values are the notice’s maximum/design emission rates in kilograms per hour (kg/h). The Explorer converts them to grams per second using g/s = kg/h ÷ 3.6, without intermediate rounding. For example, the HP process-upset VOC value of 2,768.40 kg/h becomes 769 g/s. Notice Table 1, PDF page 2; Table 2, PDF page 3.

Proposed source rates, kg/h. HP = high pressure; LP = low pressure.

A dash remains null in the data: it means unreported or not applicable to that row, not a measured zero or a claim about emissions from the rest of the facility. HP and LP cases remain separate; the update does not infer simultaneous releases or a combined whole-site total.

Time and release height

Continuous operation: stabilizing operations describe years 1–2; steady-state describes year 3 onward. The Explorer’s 24-hour calculation is a selected analysis window at a constant design rate. It begins with no earlier contribution from that source, so it omits pollution already present before the calculation and does not establish a long-running equilibrium. Reaching the window’s end does not mean the real source stops. Notice page 2, note e.

Process upset: the assessment allows up to 24 hours per event, with up to 10 events annually in years 1–2 and 5 annually thereafter. Holding the listed maximum rate constant is a sensitivity calculation, not a recovered event timeline. These cases describe an upset and subsequent restart; they are not commissioning cases. Notice page 3, note d; DMP Table 6.5, PDF page 194 / printed page 30.

Oxidizer-trip vent: the DMP explicitly allows up to 48 hours per event; the notice separately describes two events and 96 total hours annually. The Explorer shows only the first 24 hours of the selected event, from a clean start. A 48-hour source is still releasing at that displayed endpoint. The diverted stream is vented through the HP system. The application lists 45°C (318 K) and 2.40 m/s for this release. DMP Table 6.5, PDF pages 194–195 / printed pages 30–31.

Physical source: both stacks are 134 m above the reported site grade of 8.5 m above sea level, giving a derived physical tip altitude of 142.5 m above sea level. The Explorer uses that altitude, rather than adding 134 m to a coarse terrain cell. HP and LP tip diameters are 1.20 m and 0.76 m. DMP Table 6.2, PDF page 185 / printed page 21; stabilizing geometry is in Table 6.4, PDF pages 190–191 / printed pages 26–27.

Reading the concentration display

These source changes improve which release is being explored. They do not add flare buoyancy or vent momentum to the transport calculation. Starting at the physical tip is not a prediction of effective plume height. The applicant uses scenario-specific equivalent stack parameters and plume-rise treatment; those parameters have not been substituted for a complete plume-rise calculation here.

Total VOC remains an unspeciated mass concentration. It does not supply benzene concentration, a mixture-wide ppm value or a single health threshold. TRS means total reduced sulphur and can overlap with H₂S; they must not be added as independent totals. NOₓ is not automatically NO₂. Any optional NO₂ comparison requires an explicit mass-basis and conversion assumption; the application’s ARM2 coastal treatment has not been reproduced. Air Quality Technical Data Report, PDF page 131 / printed page 21.

The SO₂ comparison uses 170 µg/m³ for one hour, as listed in the current DMP. Comparing a scenario hour with that numeric level is a screening comparison. Regulatory achievement uses the three-year mean of annual 99th-percentile daily one-hour maxima, not a single simulated event. Likewise, an hour of PM₂.₅ cannot establish a 24-hour objective result. DMP Table 7.1, PDF page 211 / printed page 47.

Additional source details and remaining questions

The current application does contain a separate commissioning case: an HP peak-flaring assessment of up to 38 days within the commissioning timeline, with SO₂, NOₓ, PM₂.₅ and CO rates. It is not included among these seven cases; its table does not give a VOC rate. The 38-day description is not a measured or reconstructed daily release schedule. DMP Table 6.3, PDF pages 188–189 / printed pages 24–25.

Normal-operation heat input is inconsistent within the submission: the Technical Assessment Report lists HP/LP values of 6.1/4.1 MW, while the DMP lists 11.7/5.28 MW for the same gas-flow values. This discrepancy remains unresolved. TAR Table 3.4, PDF page 63 / printed page 15; DMP Table 6.2, PDF page 184 / printed page 20.

The June 2015 planned/emergency-flaring document is historical. Its heights, durations, heat inputs and model coefficients are not silently combined with the October 2026 rates. Whole-site cumulative modelling, individual VOC composition, event time series and field validation of these Explorer scenarios remain outside this source update.

Check the evidence

A separate AI-agent source audit recorded 483 passing checks covering transcription, units, missing values, source identity, geometry, explicit vent duration and consistency between the catalogue and browser data helper. These are source-data checks, not independent human review or validation of transport, exposure or health risk. No field validation is claimed.

The small download includes the notice PDF, source catalogue, geometry provenance, audit records and verification scripts. It leaves the 120.6 MB application linked at its original source. The README explains how to verify the bundled files and, with the full application, reproduce the recorded source audit.

All PDF references above use the physical file page number; printed report page numbers are supplied separately. The seven case inputs and this report are a dated source update, not evidence of regulatory acceptance.
